About The OPPORTUNITY
We have an exciting opportunity for an experienced
Head of Project Planning & Controls to lead the Project Controls function of the Hunter Class Frigate Program (HCFP) based at the
Osborne Naval Shipyard, South Australia.
Reporting to the Head of Program Delivery, this is an executive and strategic role accountable for the project controls governance, earned value systems and integrated cost, risk and schedule delivery performance for the HCFP.
They will lead a team of cost schedule analysts, project controls and planning professionals, providing strategic direction and governance to ensure the successful delivery of program objectives.
A key feature of this role is to provide strategic direction, leadership and best for program recommendations on matters regarding schedule and cost delivery performance both tactically and also in a forward planning context.

Key responsibilities include:
There are three main delivery functions under the responsibility of this role:
- Planning and Controls Governance: accountable for the program project controls governance framework, upkeep of business management systems artefacts, reporting, monthly cycle, change, major program reviews and supporting the project controls delivery team.
- Planning and Controls Systems: Ensuring all toolsets are integrated, updated, and aligned across Primavera P6, Cobra, Oracle and other toolsets and systems.
- Planning and Controls Integration: accountable for the cost and schedule integration of project controllers across the HCF Program domains (e.g Engineering, Supply Chain, Operations, Support Systems etc) and program cost and schedule performance, including management of critical path.
- Executive Leadership across the direct team and broader Customer and Program Delivery stakeholders;
- Lead strategic planning and analysis for the HCF Program;
- Developing Program insights and recommendations to support decision-making and program prioritization;
- Lead, mentor, and develop a team of people leaders, schedulers, and control professionals;
- Foster a culture of collaboration, high performance, and continuous improvement within the team.
- Establish and enforce program governance frameworks, policies, and procedures, including the management of change control against the Program Management Baseline (PMB).
- Build and maintain strong relationships with internal and external stakeholders.
- Manage the establishment of, and maintain, a fully integrated Project Schedule and Cost Account detailed schedules.
About YOU
- Proven performance as a Program Manager or Senior Project Planning/Controls Manager with prior experience delivering projects of medium to high complexity within a Defence environment.
- Experience implementing EVM or use of EVM in a highly complexed programme environment in Defence (preferred) or adjacent industries
- Knowledge and understanding of Project Management processes e.g. PMBOK
- Demonstrated knowledge and experience in using project management software e.g. Primavera (P6), Cobra
- Ability to balance conflicting priorities to deliver against customer and business requirements, with appropriate stakeholder management.
- Ability to use and adapt written and verbal communication skills to suit a variety of difference audiences is critical to this role
- Strong MS Office skills, especially in Word, Excel, PowerPoint and Project
- Current NV1 defence security clearance or eligibility to obtain
